A haste-anthem stapled to a wall is a genuinely odd shape, and the two halves are quietly at war with each other. A Defender that also grants haste to your team can never swing itself: the body sits back with reach and blocks fliers while every other creature you control gets to attack the turn it lands. That splits the card's audience cleanly. The wall wants a defensive shell; the haste anthem wants a go-wide swarm crashing in before the opponent can set up blockers. Reconciling those is the whole puzzle. Where the effect earns its keep is in decks that reload the board repeatedly, where "creatures you control have haste" turns every fresh token, every recurred attacker, every top-decked threat into an immediate clock rather than a summoning-sick liability. That makes it less a defensive piece than a static engine that happens to survive combat by refusing to enter it. The lineage here is the small family of permanents that hand out haste to the whole team rather than a single creature: the wall body is the cost, and a 0/3 with reach is a deliberately cheap one, meant to stick around and keep the anthem online rather than to matter in the red zone. It plays as a tension resolved by refusing to resolve it, a card that never attacks so everything else always can.
