The modal split here is a hedge against dead draws. Recursion that only reaches back for an artifact or enchantment is worth playing only when your deck reliably stocks the graveyard with worthwhile targets; when it does not, the +1/+1 counter gives the card a floor, turning it into a 3/4 that never sits uncastable in your hand. That "choose one" phrasing decouples the recursion value from the creature's playability, so the same card serves a build leaning on artifacts and enchantments and a build that just wants a serviceable creature on the battlefield. It is white's take on a familiar design problem: giving a fair midrange color access to graveyard recursion without handing it the open-ended flexibility green's regrowth effects carry. The restriction keeps the recursion narrow (no returning your best creature, no looping a removal spell), just a targeted way to buy back a payoff permanent that already died once. As design it is deliberately modest, a common-tier value creature built for decks that want incidental recursion stapled to a serviceable Dog rather than a dedicated engine piece.
