A tutor with a window, not a wall. The tight mana-value band is the whole balancing act: it reaches exactly the four- and five-drop artifacts, the payload slot, and nothing above or below it. Uncapped artifact tutors invite abuse; a fetcher that only touches the top of a fair curve stays honest, delivering a specific engine piece or bomb without becoming a toolbox for assembling something degenerate on the cheap. Pulling the card to hand rather than the battlefield keeps the tempo cost real: you spend three mana on a 2/2 plus a card that still needs its own casting, so the body has to earn its keep as a blocker while you rebuild toward the artifact it dug up. Blue's artifact-caring creatures have long fetched a single component of a build-around rather than the whole apparatus, trading raw ceiling for consistency, and this one keeps to that discipline. Its value scales with how badly a deck wants one particular four- or five-mana artifact every game, and with how repeatable the search becomes when the creature can be blinked or recurred. Alone it is a modest wizard; wired into a deck oriented around a single high-impact artifact at the right cost, it is the reliable draw that makes the plan cohere.
