The descendant of Rupture Spire, and proof of how stubborn five-color fixing is to price. A land that taps for any color is exactly what greedy manabases want, so the design tax has to be steep enough to keep it out of every deck that runs more than two colors. Here the price is paid twice: it enters tapped, costing a turn of tempo, and then demands a 1 generic mana on arrival or sacrifices itself, costing real mana the turn you most want to be developing. That second clause is the load-bearing one. It turns a "free" land into a one-mana investment, which means the fixing arrives a beat behind every untapped dual and most taplands. The friction is deliberate: any-color fixing with no color requirement of its own is a blank check, and the genre of these lands (the Spire, the Promenade, and their kin) exists to write that check small. What you get for the trouble is genuine: perfect mana in any color combination, no shards to respect, no enemy-pair gaps. What you give up is the one thing five-color decks can least afford, which is time. It is fixing for the player who has already decided that consistency of color is worth eating tempo for, and the double tax exists to make sure that decision actually hurts.
