Most planes hand the table a symmetrical effect or a die-roll payoff that anyone standing on the shared board can claim. This one instead reads like a commander's static ability bolted onto a plane: modified creatures get trample and a combat-damage draw, and the chaos symbol converts into three +1/+1 counters distributed among up to three of the active player's creatures, in combat or not. What makes the two clauses reinforce one another is the fine print of the mechanic itself. Counters are a modification, so a creature the chaos ability just pumped now qualifies for the trample-and-draw bonus, which pushes toward a board that layers Equipment, Auras, and counters across several bodies rather than one oversized threat. Read against Kamigawa's modified-matters framework, the intent is plain: this is the plane-scale version of a "you have modified creatures" payoff, but generalized to whoever happens to hold the board while it is face-up, not just the player who built for it. That shared ownership is also the tension. The modified-creature buff and the chaos counters both accrue to the current active player and the current board leader, not to the plane's architect, so building around it can just as easily gift the advantage to whoever is ahead. And the planar geography paces the whole thing: chaos only fires on a die roll, and you have to still be parked here when it lands.

Modified creatures you control have trample and "Whenever this creature deals combat damage to a player or planeswalker, draw a card." (Equipment, Auras you control, and counters are modifications.) Whenever chaos ensues, distribute three +1/+1 counters among one, two, or three target creatures you control.
