The damage-amplification clause is the reason this Human Archer commands a deck, and its structure is more disciplined than a straight multiplier: every point of noncombat damage from another source you control gets rewritten to that much plus one. Single pings become twos, and a table full of small burn effects each gains a full extra point. The word "another" is doing quiet but crucial work, because it walls off Tor Wauki's own cast trigger from the boost: that ability deals exactly 2 damage when you cast an instant or sorcery, not 3. Note the boundary the oracle text draws around what qualifies at all: only noncombat damage gets rewritten, so the life-loss engines that anchor most black decks (Blood Artist triggers, Extort, drain effects) sail past untouched. This is a damage tax, not a life-total tax. The plus-one is flat rather than doubled, and that flatness is what keeps the engine from spiraling: it rewards a wide base of many small, repeated damage sources far more than one large burn spell, since a pile of one-point pings each gain more percentage than any single Fireball. That pushes the build toward density of triggers, toward ping engines and cheap direct-damage spells, and the lifelink on the body makes the arithmetic run both ways: the extra damage the cast trigger throws is life you claw back. Reach is incidental, a nod to a character shooting things out of the sky.
