The static ability reads as filler until you count the loops it opens. Handing every creature you control a ": Surveil 1" turns your whole board into a graveyard-filling engine, and the vigilance rider matters most as an attacking clause: your creatures can swing and stay untapped for defense, though tapping one to surveil still commits it, so each turn you are choosing which bodies dig and which hold back. That is not card advantage so much as graveyard architecture, and the reason becomes clear the moment Tocasia is in the yard herself. The exile-from-graveyard clause returns any number of artifact cards with total mana value ten or less, a very different constraint from most recursion: it does not cap the count, only the aggregate cost, so the ceiling is a table of one- and two-drop artifacts flooding back at once rather than a single fatty. The surveil engine spends the game stocking exactly the fuel the reanimation wants, then cashes it in a single sorcery-speed detonation. The eight-mana activation with two pips of each Bant color is the brake: it is a payoff you set up across many turns, not a tempo play. The rare trick here is that the recursion self-recurses through a creature you were already casting for its board presence; the 4/3 earns its keep on the battlefield, then earns it again from the graveyard, with the surveil engine bridging the two halves.
