The trigger reads "target creature" with no exclusion, which is the quiet flexibility the rate hides: the counter can land on something already on the battlefield, or on the Guide itself, turning the play into a clean 2/2 when nothing better presents itself. That self-targeting clause lifts the card above the long line of one-shot pump effects. Because the counter rides in on the enters trigger rather than a sorcery-speed activation, it persists permanently and decouples from the body that delivered it: bounce the Guide and replay it, blink it, or recur it from the graveyard, and each return stamps another counter wherever you point it. That is the only axis where the card stops being a fair-rate two-drop and becomes something an engine wants. In a shell built to reuse small creatures, the counters accumulate; in undying and sacrifice-flavored decks where a slightly larger body changes a trade, the upgrade compounds across recursions. Outside that, the math is exactly what it looks like: a card and two mana for a 1/1 and one point of permanent stat, a rate no constructed deck has chased on its own merits. The card's reason to exist is not the counter but the repeatability of the counter, which only a deck designed to flicker or rebuy creatures ever unlocks.
