That is not an oversight; it is exactly what the format was built to teach. Portal was a teaching set assembled without instant-speed interaction, where nearly everything resolved at sorcery speed so combat math stayed legible to a first-time player. Tempo, here, becomes something you plan rather than something you spring, and the sorcery timing does the structural work that stack-based interaction would otherwise carry. The "without flying" clause is the thematic seam: a wave that rolls across the ground while fliers pass over it untouched, drawing the targeting line in language a beginner can picture rather than parse.
