Three damage to any target for three mana is a familiar rate, the kind of removal priced against the same baseline for decades. The wrinkle lives in the second sentence. Once it hits the graveyard, every time your team lands combat damage on a player you get a window to buy it back for five mana and fire it again, free of its printed cost. The design is a feedback loop disguised as a removal spell: an aggressive board state generates the trigger, the recast clears a blocker or finishes the player, and the cleared board feeds the next swing. The cost structure is what keeps the engine from running away. Five mana per recast is steep, the trigger only fires on player damage rather than creature combat, and you have to be ahead on the board for any of it to matter, so it rewards the deck that was already winning instead of rescuing the one that was not. It sits among a handful of red sorceries that try to bolt a recursion engine onto a burn rate without simply making the burn cheaper, an answer to the question of how to give an aggressive deck reach in the late game when its hand has emptied and the creatures alone are not closing fast enough.
