Five mana for a net two cards is a rate no constructed format has ever found attractive, and the gap between cost and yield is the whole design brief. The draw-then-discard shape sells selection alongside modest card advantage: you see four, keep the two that matter, and pitch the chaff. In a vacuum that is a steep tax for a slightly smoothed hand, but the discard half quietly does work in graveyard-oriented decks, where binning a flashback card or a reanimation target becomes upside rather than cost. Izzet's color identity is filtration over accumulation, and this states that philosophy plainly: blue's "look at many" married to red's "pay full freight, get it now." Where it surfaces depends entirely on what the discarded cards are worth, which is why it gravitates to slower, synergy-dependent shells rather than the fair midrange decks that want their five-mana plays to swing the board. The instant-speed clause is the saving grace, letting you hold up the draw as a response or an end-step refill rather than tapping out on your own turn for a glorified rummage.
