Most draw engines negotiate a rate: Howling Mine sets a per-turn cap, Phyrexian Arena attaches a life cost, the various wheels resolve once and stop. This one ignores the metering and rewrites the verb itself: every draw, from your draw step to a cantrip to a mass-refill, comes back doubled, with no upkeep tax and no ceiling. The seven-mana price is the entire brake. It lands with no board presence and no immediate payoff, so it asks to anchor a deck already built to draw cards, where the multiplier turns a modest engine into an avalanche. The structural wrinkle worth noticing is that the replacement compounds: two copies do not draw three, they draw four, because each "draw two instead" applies to the result of the previous replacement. That positioning, a top-end engine piece for a control or pillow-fort shell rather than a flexible value card, explains why it has stayed niche rather than becoming a staple. It sits on blue's bluntest axis, the one that says drawing cards is good and so drawing more must be better, and it pays full retail for an effect that scales with how much your deck was already going to do.
