A hate card aimed squarely at blue, and a fossil of the era when Magic was willing to print color-specific lockdown that asked the targeted player to pay a literal tax to function. The structure is punitive but not absolute: blue creatures stay tapped through their controller's untap step, then get a single window each upkeep to buy their way back with a blue mana apiece. That second clause is the design discipline doing the balancing. It is not a hard stax piece; it is a recurring resource drain that scales with how many blue creatures the opponent wants to use, bleeding mana that would otherwise pay for counterspells and bounce. The whole thing only matters in a metagame where blue leans on creatures rather than instants and sorceries, which is part of why it reads as a relic now: the color it was built to punish has spent most of its history winning without bodies on the board. The design belongs to a broader Fallen Empires experiment with asymmetric, color-pointed enchantments that taxed rather than denied, a softer cousin to the outright denial effects that came before it. The flavor and the function line up: a curse that does not kill the enemy, just makes everything they do cost more.

Blue creatures don't untap during their controllers' untap steps. At the beginning of each player's upkeep, that player may choose any number of tapped blue creatures they control and pay Blue mana for each creature chosen this way. If the player does, untap those creatures.
