Stone Rain set the benchmark for land destruction for decades, and this is what happens when you graft a Falter rider onto the back of it: the spell pulls double duty as disruption and as a finisher. Killing a land at four mana is a tempo play, not a card-advantage play, so the second clause is what justifies the slot. By keeping every ground creature from blocking, it converts a stalled board into lethal: the aggressor swings with the team, the defender's untapped blockers stand there useless, and a game that looked locked ends in a single combat step. That pairing tells you exactly who the card was built for, a beatdown deck that has run the opponent low and needs either to strip a key land before it comes online or to push the last points through a clogged board. The land-kill is the contingency; the alpha-strike enabler is the plan. It costs more than a dedicated Falter effect and moves slower than a clean Stone Rain, and that middle ground is the point: one card that answers whichever problem the board actually presents on the turn you cast it.
