Selection at the cost of attrition. For two mana you see three cards and keep exactly one; the other two go straight into the graveyard, not the bottom of the library. That clause is the whole transaction. Compare Impulse, the tidier blue dig: it tucks its leftovers away on the bottom, out of reach, while this one refuses to be neat, spending two cards from your library to filter toward the single card you want. Measured as raw card economy, that is card-neutral, which is why the effect reads as filler in a vacuum. The graveyard, though, is the point. Decks built to reanimate, flash back, escape, or otherwise treat the yard as a second hand see no downside to binning two cards; they would happily self-mill to find the threat or combo piece, and this finds it while loading fuel in the same motion. Note the mechanics carefully: the two rejected cards are moved directly from library to graveyard, not discarded, so the effect sidesteps anything keyed on discarding and leans entirely on cards that care where the cards end up. It sits in a small lineage of blue filtering that converts dig depth into graveyard stocking rather than card advantage. Read it as a tutor-lite that wants its rejects to matter as much as its pick, and it does a job the straight cantrips cannot.
