Counterspell has the cleanest text in the game: two mana, no condition, stops anything. Everything printed since pays for that purity somehow, and the tax here is a deckbuilding one rather than a mana one. The base price is the same three you would pay for a generic hard counter; metalcraft only refunds the difference once you control three or more artifacts, turning a serviceable rate into the genuine article. That conditional discount is the whole design. It asks nothing in the moment (the counter resolves identically whether or not you hit the threshold) but it asks everything of a list flooding the board with artifacts: the spell pays off a plan the rest of the deck was already running, and punishes nothing else. The result reads as a payoff rather than interaction, a piece of permission stapled to an artifact-density check. The window it operates in is the standard one for a hard counter (instant speed, any spell on the stack), so the metalcraft clause does not change when you cast it, only how much it stings to do so. In an artifact shell it is effectively a two-mana catch-all; in anything else it is a slightly clumsy generic counter whose threshold clause never comes online. Whether it earns a place comes down to whether the rest of the build pays the discount down for you.
