The catch-up clause is where the design earns its keep: the Plains lands tapped on the battlefield only when an opponent controls more lands than you, and otherwise goes to hand. That conditional turns a fixing body into a soft rubber-band mechanic, ramping the player who has fallen behind and merely smoothing the draw of the player who has not. Foretell handles the tempo problem that dogs most enters-the-battlefield ramp: rather than committing four mana in one turn, you can bank it for two on an earlier turn and pay the reduced cost later, splitting the investment across the curve so the tapped-out window never opens. The body pulls its weight too; a 3/3 that thins a basic from the deck and holds a block is a fair floor when the ramp does not fire, which keeps the card from going dead once you are the one ahead on lands. It is a modest, well-tuned piece of white support: fixing, incremental mana, and a foretell hedge bundled into a creature whose upside scales precisely with how badly you need it.
