Stern Dismissal

Blue's cheap tempo bounce has a long history of doing exactly one thing (pick up a creature, buy a turn, reset a trigger), and this design bends the template by widening the target while narrowing who it can hit. Where a spell like Unsummon reaches any creature, yours included, this one gives up the friendly-target rescue mode entirely: no saving your own blocker, no re-triggering an enters-the-battlefield effect. The concession buys reach. By restricting the spell to permanents an opponent controls, the design frees it to answer enchantments as well as creatures, which is where the real work happens. Blue cannot destroy an Aura, a pillow-fort piece, or an opposing enchantment engine, but it can send them home for a single mana at instant speed. That is the trade in full: surrender the value and protection uses, gain a purely disruptive early-turn interrupt that strips an equipped attacker, unanchors a token generator, or resets an opponent's mana investment at the cost of one card. It sits in the lineage of blue instants asked to interact with permanents the color has no other answer for, and by folding creatures and enchantments into the same cheap answer it becomes a flexible delay. The bounce is never removal; it only rewinds the clock. But at one mana at instant speed, rewinding the clock is frequently enough to break a curve or blank a turn's worth of attack.
