Most incremental card selection on a creature charges you for it: an activated ability with a tap cost, a mana investment, an enters-the-battlefield one-shot. This body flips the economy by keying the surveil off the tap event itself, so the trigger fires whenever the creature gets tapped: swinging into combat, feeding a convoke cost, crewing a Vehicle, powering a tap-to-activate ability. The Pilot type is not decoration; a Pilot that crews something and then filters a draw on its way to work is doing two jobs from one tap, and the surveil rewards you for having a graveyard worth stocking rather than a hand worth protecting. As a two-power white two-drop, the raw rate is unremarkable, and that is the point of the design: the card asks to attack anyway, and pays a small dividend each time it does, turning a stat line that would otherwise stall into a slow engine that thins toward gas or fills a yard for whatever cares. It is built for a deck that wants to keep tapping the same creatures over and over, and the surveil scales with how often you can make that happen rather than with anything printed on the card itself.
