The additional-cost clause does all the deckbuilding enforcement here. A 2/2 with fear for two mana would run a touch under the curve on its own, so the design taxes it twice over: either you reveal a Goblin from hand (proving you've committed to the tribe the card was built to support) or you pay an extra 3 generic mana, turning a two-mana evasive body into a five-mana one. That fork is a tribal-payoff lever wearing a creature's face. In a deck running enough Goblins, the reveal is free information you'd happily surrender, and the Sneak comes down as a clean evasive threat that wants to carry equipment or close a damage race; outside that shell, the 3 generic mana surcharge is a deterrent stiff enough to gate the card away from decks that haven't earned it. Fear was the era-appropriate keyword for black evasion before menace took over the slot, and it pairs naturally with the Rogue's job of slipping past a clogged board: artifact and black blockers are all that stand between this and the opponent's life total. The cost structure rewards density rather than merely suggesting it, the kind of soft tribal gating that asks you to show your hand (literally) before it pays out.
