Flying anthems usually settle on one axis: a flat power pump for swarm aggression, or a toughness boost to survive sweepers and win the air war. This splits the two across separate timing windows, and that split is the whole point. The static line is an always-on +0/+1 to your other flyers, which keeps a wide board of one-toughness tokens and X/1 evasive bodies alive through pingers, chump-trade math, and the smaller sweepers that would otherwise clear them. The activated ability is where the offense lives: a tap for a temporary +1/+0 to those same creatures, converting a stalled defensive board into a single lethal alpha strike. The static toughness boost never switches off, so a tapped board still gets to keep its extra point on the ground; what the tap costs is your option to use the ability again, since it needs to be untapped to activate and have to choose the moment the air assault arrives. Both effects read "other creatures," so the 2/2 never lifts itself, which keeps the body a vulnerable target rather than a self-sufficient threat and rewards a board of cheap fliers over one fat one. It is a lord for any deck built on evasion rather than a creature type, and the two-mode structure hands that deck a lever a plain +1/+1 anthem does not: durable toughness holds the air while the tapped power decides when overhead becomes fatal.
