Spreading Insurrection

Threaten effects have always been priced for a single steal: one creature, one turn, one swing, then end of turn hands it back. Act of Treason set the modern template at three mana (borrow a creature, untap it, give it haste), and that single-target version depends entirely on the sacrifice outlet it pairs with, converting a loaned body into permanent advantage before it reverts. Stapling Storm onto that shell changes what kind of spell it is. This is no longer about prying loose one blocker; it is about emptying an opponent's whole board into your pre-combat main phase and, in a sacrifice deck, funneling a pile of borrowed creatures through an outlet before end of turn reclaims them. The balancing pressure sits in the casting cost against Storm's own arithmetic: Storm counts spells cast before it this turn, and five mana is a heavy thing to spend on a turn where you also need to have chained enough cheap spells to make the copies matter. You pay the premium up front, and the payoff scales only after you have earned a real Storm count. Because every copy chooses new targets, a wide board becomes total conversion: untap and steal everything, swing with all of it, then feed the loaned creatures to a sacrifice engine before they return. It rebuilds the threaten spell from a tempo swing into a game-ending payoff.
