The mechanic's two clauses tend to fight each other: the city's blessing wants a board sprawling with cheap bodies, while a four-mana evader would rather be the reward than one more entry in the count. Spire Winder resolves that tension by being a fair flier at base rate, competent enough to trade and block before the tenth permanent lands, then quietly claiming its bonus once the threshold flips. What makes the upgrade worth chasing is that it sticks: the blessing is a permanent condition, not a token-dependent buff, so once earned the extra point of power and toughness can never be shrunk back by killing whatever pushed you over the line. Built at common, it exists to make the Ascend count feel reachable rather than aspirational, a body any go-wide blue deck could run in the front while its actual payoffs assembled behind it.
