Unconditional creature destruction at three mana has been black's clean baseline for a long stretch of the game's history, from Terror's early "can't be regenerated" caveats through the steady loosening that let Doom Blade, Ultimate Price, and eventually Murder hit whatever they pointed at. This one sits at the far end of that liberalization: no color clause, no regeneration exception, no "unless" rider, just destroy the thing. The wrinkle that dates it to a later era is the added Vehicle line. Black's premium removal historically stopped at creatures because Vehicles are artifacts that only become creatures while crewed, so a crewed-down Vehicle would slip past a spell that read "target creature" at the moment you most wanted to answer it. Naming the type explicitly closes that gap, letting the spell resolve on a Vehicle whether or not it is currently a creature. It is a small clause with a specific job: it keeps a piece of clean, colorless-friction removal relevant against a card type black would otherwise have no answer to at instant speed. The cost of the whole package is the double-black in the pip requirement, which is the discipline that keeps unconditional destroy-target from being splashable in every three-color pile that wants it.
