The design bet here is that cycling is a two-way street: normally the discard half is just smoothing, a way to trade a dead card for a fresh look. This wants you to run cycling cards you would rather cast twice than draw once. The enters trigger fishes an instant or sorcery with a cycling ability back out of the graveyard, and the end-step clause turns cycling itself into a recursion engine, ferrying the Phoenix home whenever you sink two or more cycles into a turn. That reuses the same resource for two jobs (the cards you cycle to dig also pay the reanimation cost), which is the kind of tight economy that Phoenixes have always chased through their self-returning clauses. The 4/2 flier is the familiar Phoenix silhouette: enough evasive pressure to matter, brittle enough that getting it back repeatedly is the whole point. What separates it from earlier recursive Phoenixes is that the trigger condition rewards a specific deckbuilding shape rather than a graveyard or a spell count, asking you to assemble a critical mass of cyclers so the loop feeds itself. It is less a beater than the payoff at the top of a cycling-matters engine, the creature that turns a keyword designed for consistency into a source of raw card advantage.
