A pure answer card to a single mechanic, built when phasing was new enough to need one. Mirage introduced phasing as a block keyword, and the design team hedged against it by printing a counter-tool: a cheap enchantment whose only job is to lock a permanent into the visible plane so it can't slip out of reach on its controller's untap step. The recurring life payment is the whole cost structure, a deliberate tax that keeps the lockdown active turn over turn without ever asking for mana again, but it ties the answer to a specific window (until your next upkeep) so the opponent gets a real chance to respond rather than facing a permanent shutdown. The trouble is that it answers exactly one thing and nothing else. Phasing never became a load-bearing strategy outside its home block, so this reads less as a removal piece than as a design artifact: evidence of how cautiously a brand-new keyword gets supported, with a dedicated hoser printed in the same set that birthed the mechanic. Insurance is the right word for it. A designer wanted a hedge against the format's own invention, and like most hedges it only ever mattered against a problem that stayed largely theoretical.
