The scaling is the whole proposition: with one Goblin in play this is a one-point ping, but a developed tribal board turns a 1/1 into a repeatable removal cannon that can take down almost anything red wants dead, all at instant speed by tapping a body that costs only two mana to deploy. The wrinkle that defines it is symmetry of pain: every activation deals X to you as well, so the same wide board that makes the ability lethal also arms a gun pointed at your own life total. That feedback loop separates it from a clean Goblin lord. A lord asks nothing of you after it resolves; this asks you to track the race every time you consider tapping it, because the player ahead on life can use it freely while the player behind has to weigh each shot against their own clock. Its strict targeting (creatures only, never a player) keeps it honest as removal rather than reach: it polices the board, it does not close games from across the table. The tribal redundancy that fuels it is also the thing that can kill you, which makes it an unusually self-correcting payoff. The more committed you are to the count it rewards, the more carefully you have to do the subtraction before you point it anywhere.
