Two 1/1 Snakes for three mana is the kind of green board presence the color has always been able to buy outright; the recursion stapled to it is where the design turns clever, and where the irony lives. Casting this makes Snakes, but those Snakes are tokens, and the return trigger only fires when a nontoken Snake you control enters. The card cannot loop off its own output: it needs a separate supply of real, cast Snakes to keep climbing back to your hand. That constraint is the whole engine. Feed it a steady stream of nontoken Snakes and it becomes a renewable two-token sorcery, refilling the board every time another genuine Snake hits play, never costing more than the recast mana. The retrieval works through a tribal trigger rather than a generic recursion clause like flashback or escape: the card spends time in the graveyard between uses, and the thing that pulls it out is a payoff for committing to one creature type rather than a property of the card itself. It is a precise, slightly underpowered piece of build-around, asking for a critical mass of a single narrow tribe and paying back grinding inevitability once that critical mass exists. Strip the Snake theme away and it does nothing twice; supply the theme and it never stops.
