Symmetric card-draw effects have always carried a built-in tax: refill your opponents' hands and you hand them the resources to punish you for it. This one welds a punishment onto the choice so that the tax cuts the other way. Every opponent gets the same fork: take the fresh five and eat five to the face, or decline and keep the hand you already had, which is the outcome the burn was designed to coax out of them. Nobody comes out clean. You pull the wheel when your own grip is spent, and you make everyone who wants to do the same pay for the privilege. The five damage is less a finisher than a tollbooth on the refill.

Flashback is what turns a one-time reset into a recurring lever. A wheel you can pull once is a swing; a wheel you can pull twice, the second time from the graveyard at a steeper price, is a clock. The escalating cost keeps that second pull honest: by the time you have the mana to spare on the flashback, the game has usually reached the point where forcing every opponent to discard-or-burn actually closes it. It reads as a value spell and behaves like a red aggro payoff wearing a card-advantage disguise, which is exactly the kind of double duty red rarely gets to keep on a single card.
