The bill for the second half of this card is a single word: "another." Two damage to any target is a fair rate, but the Blue manaRed mana cost sets the price higher than single-pip red burn ever has to: you're spending two colored pips for what mono-red does with one, so this is not the answer you jam into a splash. It's a card for the two-color shell that already wanted to be here. The rider bolts a cantrip onto that rate, but only if you've cast another spell this turn by the time this one resolves. That ordering requirement is doing real work: it rules out the turn-one blank, it punishes the deck that wants this as its only play, and it quietly demands a curve built out of cheap spells you're happy to fire in sequence rather than one expensive haymaker. This is the spell-count payoff written into a burn spell instead of a creature, rewarding the same density of cheap interaction and cantrips that fuels a tempo shell, then handing you a fresh card to keep the chain going. Red is deliberately bad at pairing removal with card advantage; the Izzet split is what pays for it, borrowing blue's draw as the reward for building around the tempo the card already asks you to play.
