The choice it forces is the entire design: the targeted player picks their poison, trading life for cards or cards for life. That structure puts Skullscorch in the lineage of punisher cards, the Torment-era branch in particular, where black and red both leaned on "you decide which way it hurts" effects to undercut the inefficiency of a symmetric option. The problem with the template, then as now, is that the caster gives away the decision: an opponent flush with life shrugs off four damage and keeps their hand, while a player low on cards eats the burn. You are paying double red to hand your opponent a calculation they will almost always solve in their favor. The random discard is the wrinkle that distinguishes it from a straight Mind Rot, since the player choosing to pitch cards cannot dump dead spells and keep their threats; they lose two at random regardless. That randomness gives the card a sliver of bite against control hands that would otherwise gladly discard chaff. Still, the punisher frame is what dates it: modern Red has largely abandoned the "opponent chooses" axis in favor of effects that take the decision away, because giving the steering wheel to the person you are trying to hurt is a tax the rest of the card rarely pays back.
