Two mana buys a look at four cards and exactly one of them, with the rejects buried at random on the bottom rather than scried into an order you can exploit. That randomized burial is the pivot the whole card turns on: this replaces itself like any cantrip (one card in, one card to hand, net zero) but hands you no information about your next draw and no way to arrange it, so what you buy is width of selection and nothing else. It sits at a specific point in the digging-versus-smoothing spectrum, seeing four where Anticipate sees three, and that fourth card carries real weight: four deep almost always surfaces the land, the color, or the answer a hand is missing, so the consistency it provides is genuine even though the card yields no engine potential and no incidental value. The cost is subtler than a raw card, because there is not one; it is the tempo, the sorcery-speed timing, and the opportunity of spending an early turn filtering rather than developing. That shapes what it wants: a deck with high-impact spells worth tunneling toward, where finding the right one justifies a turn, rather than a flat curve where any four cards are interchangeable and the dig buys nothing.
