The trick is what it grants the board, not what it does alone. A flash 2/2 is unremarkable; the static ability rewrites the timing rules for every artifact spell you cast, so equipment, mana rocks, artifact creatures, and the big colorless finishers all gain the right to be cast on an opponent's end step or in response to a spell on the stack. In an artifact-dense shell it converts a pile of sorcery-speed permanents into a reactive instant-speed toolbox, letting you hold up interaction and commit threats only when you know they will resolve. The body folds into the same web: being an artifact creature with flash, it casts itself at instant speed, then upgrades everything that follows. The line that does the most work is dropping an expensive colorless threat on the opponent's turn, sidestepping sorcery-speed removal windows and ambushing attackers with a flashed-in blocker. This enabler asks for an artifact-heavy library before it earns its slot; given one, it converts the whole deck's timing from proactive to reactive without touching a single mana cost.
