The reanimation clause here is deliberately kept small: any permanent card of mana value two or less, which quietly widens the target past creatures to include a two-drop artifact, an enchantment, a mana rock, or a cheap planeswalker sitting in the yard. Most white recursion Angels only fish back a creature and nothing else; the broader net is what gives this one a different job. Foretell does the rest of the heavy lifting. A 3/3 flyer for six with a lone enters trigger is a fair but sluggish rate, so exiling it face down for two on an earlier turn breaks that payment in half and lands the body plus the recursion for four when the board finally wants them. That flexibility doubles as camouflage: a foretold card reads as blank information, so the reanimation ambush arrives without the telegraph a six-drop held openly would give. Because the recursion fires once on entry rather than as a repeatable engine, it wants a graveyard already stocked with the right cheap permanent rather than a loop to grind; you set the trap before you spring it. The flying body is the closing half of the package, banking value first and then applying evasive pressure once the graveyard has been picked over.
