The price here isn't mana, it's board commitment. One blue gets you three cards, the rate of a flagship draw spell, but only if you can tap four untapped creatures as part of casting it. That additional cost reframes the whole transaction: this isn't a refuel spell for a control deck, it's a payoff for a go-wide board that has already done its work, or a token shell that treats its bodies as fuel rather than attackers. The four-creature tap punishes its own enabler. The creatures are tapped, not sacrificed, so you keep the board, but tapping them is tapping them: whether you cast this before combat or after, those four bodies were never swinging this turn. The spell competes directly with your attack step, asking you to spend a meaningful chunk of your battlefield (often most of a small board, a sizable slice of a wide one) on cards instead of damage. And the cost is blunt: a flat four taps up front, no flexibility about how many, no partial discount for a smaller draw. The result is a draw spell that only works in the deck that least needs to draw, the one already flooding the board. That tension is the whole design: enormous card advantage gated behind a state most blue decks never reach, leaving it to the go-wide token strategies that can pay the toll without flinching.
