Two flyers for two mana is the going rate on a token spell, but the tapped clause quietly reroutes what those bodies are for. A creature that enters tapped cannot attack the turn it arrives and cannot leave up as a blocker on the crack-back, so this is not tempo: it is chaff you cast to have chaff. That points the card squarely at the graveyard-and-sacrifice axis rather than the racing one. Two 1/1 white Spirits with flying is fodder for a convoke count, evasive bodies to fling at a sacrifice outlet, aristocrat triggers waiting on a Blood Artist, or simply an anthem's downstream targets. The white-black color pairing is the tell: neither of these colors is trying to punch through a board with fliers, but both are colors that want expendable creatures on demand. The tapped restriction is the price paid to keep the token count at two rather than one, and it costs you nothing in the decks that never intended to swing with these anyway. What you get is the flexibility of a spirit-count and the flexibility of a body-count in a single sorcery, at the exact cost where sacrifice-fueled midrange wants to be spending its early turns.
