The conditional bounce is the whole mechanism, and the condition is where the design lives: the trigger returns a nonland permanent only if you control a blue permanent, which makes the body a payoff for the black-blue overlap of a multicolor deck rather than a creature any mono-black build would run. The effect itself is generous (any nonland permanent, theirs or yours), but the blue gate ties it to a color pair, so the card rewards you for already being in the colors that want a recurring bounce target. That target can be your own permanent: bounce a creature with its own enters trigger to reset the value, or strip an opponent's blocker before swinging, or reset a permanent that has lost its counters. The 2/2 is incidental; the design is about chaining the enters trigger across a board you have built to abuse it. What the card asks of you, then, is a deck that satisfies the blue requirement reliably and a roster of permanents whose own triggers make the bounce worth aiming inward. It only makes sense inside a multicolor midrange shell that can feed it those things; outside that context the trigger simply does nothing, since a black deck with no blue permanent gets a vanilla 2/2 and a dead enters clause. The card is engine glue, not a standalone threat.
