It only pulls a legendary creature out of the top six, which rewards a deck already saturated with legends and treats the empty look as tolerable rather than punishing. The random-bottoming clause is the quiet tax: the cards you leave behind get scattered, not sculpted, so you are buying a filtered peek at your legends and nothing more. This is white doing card advantage inside its color's usual guardrails: not raw draw, but a restricted, conditional look that only converts if you have built toward legendary density. Functionally it sits closer to a recurring tutor-lite than a one-shot burst of gas, restocking a hand of characters each time the commander re-enters or swings, and its ceiling scales directly with how many legends you are willing to run.
