The Mercenary creature type was the era's answer to the white Rebel chain, and this is the blue tutor at the center of the Merfolk subtheme. Where the Rebel recruiters (Lin Sivvi, Defiant Hero and the Ramosian line) fetched creatures up a power-cost ladder, the Mercenary engine paid raw mana, and this pays the steepest version of it: tap and three generic to drop a Merfolk permanent straight onto the battlefield. The "permanent" wording reads broader than it plays, since the Merfolk subtype lives almost entirely on creatures, but it does reach past bodies to any noncreature Merfolk piece a tribe might support, so the tutor is a touch wider than the typical creature-only fetcher. The repeatable cheat-into-play is the lever, and the lack of a timing restriction is the underrated half of it: the ability fires at instant speed, so the activation sits on the end of an opponent's turn or in response to removal, turning a fragile 2/2 into something that banks value before it dies. The friction lives elsewhere: four mana to deploy a body that does nothing the turn it lands, then three more before it produces anything, all on a creature the opponent gets a full turn to answer. That tax is what kept it honest. It is a slow tribal toolbox of the oldest school, asking you to build the library worth searching rather than win on raw rate.
