Three toughness on a two-drop with no text below the type line is a common's quietest job: hold the ground long enough for a slower blue deck to reach the spells that actually win. The math is the whole point. A 1/3 outlives the small aggressive creatures that crowd the bottom of a curve, blunts the 2/2 it shares a slot with, and forces the attacker to spend a second body or a removal spell to push a point of damage through. It will never trade up or put a meaningful clock on anyone, and it is not built to; the assignment is to stall a step longer than a 1/2 does, and it does exactly that. The Zombie type line drops it into a graveyard-and-control tribe that blue and black have carried for most of the game's history, so it pads a tribal count without earning any attention on its own. This is filler in the honest sense: an early wall for a tempo-light deck that wants to arrive at its expensive turns alive, printed at common to round out a defensive base rather than to chase a constructed slot. The stitched-together drowned corpse in the art does more expressive work than the stat line, which is the right split of labor at this rarity.
