Punishment as a deterrent, dressed as a Dragon. The design idea is a threat you never want to activate: point removal, a bounce spell, even a beneficial-looking targeted ability from an opponent at any Dragon you control, and a nonland permanent that opponent controls dies on the spot. It weaponizes the interaction opponents most want to have with your board, which is answering your fliers, and turns each of those answers into a two-for-one against them. The trigger reads broadly (any spell or ability, not just removal), so an opponent's targeted removal, a tapper, or a copy effect aimed at a Dragon can all feed it, and the destruction is your choice of target rather than the creature that was pointed at. What keeps it from being oppressive is that the deterrent only functions while it or another Dragon is on the battlefield and being targeted; it does nothing on an empty board and offers no protection against sweepers or damage-based removal that names no target. The effect belongs to a small tradition of creatures that tax interaction rather than resist it, closer in spirit to a Dragon-tribal answer than to hexproof or indestructibility. It does not stop the removal from resolving; it makes the opponent pay a permanent for the privilege, which shifts every combat and removal decision they make into a cost-benefit calculation they would rather not run.
