Sanctuary Lockdown
A tribal anthem with a soft creature-tapper stapled to it. The +1/+1 to every Human reads as the payoff, but the activated ability carries the real strategic weight: it turns a wide Human board into a repeatable, if pricey, Icy Manipulator, converting bodies you were going to attack with into tempo denial you can point wherever it hurts. The cost is deliberately awkward. Two mana plus the taps of two untapped Humans to tap a single opposing creature is not a great rate on its own, and the ability is worst exactly when you are behind, since a stalled board can spare the mana and the taps but a battered one cannot. What it rewards is a battlefield already tilted in your favor: an aggressive Human deck that has stopped needing every creature to attack every turn can peel off two of them each turn, pay the two, and lock down a blocker or hold back the opponent's best attacker. That is the trade the enchantment is built around. It does not close games by itself and it does not stabilize a losing one; it presses an advantage a wide board has already earned, keeping the opponent's clock stalled while the anthem quietly widens the gap.
