InstantGreen mana

A green counterspell, narrow enough to read like a hate card and precise enough to matter. The card asks green to do two unusual things at once: it grants stack interaction (a color that historically does not get to say "no"), and it scopes that interaction to artifact activations specifically, which keeps it from being a general counterspell while pointing it at the corner of the game green has always been allowed to police. The targeting clause does the balancing work: mana abilities are off-limits, so this cannot tax a Sol Ring or a Mox the turn it taps, but it can stop an equipment's equip ability, an artifact's sacrifice-for-value activation, the tap of an artifact built to grind out card advantage. Green's anti-artifact toolkit in this era was almost entirely about destroying the permanent itself: the Shatter family at instant speed, the broad sweeps that wiped the board on the player's own turn. Rust slid a different shape into the kit, asking the green player to hold up a single mana and answer the activation rather than the artifact, leaving the permanent on the board but blanking the one thing it was trying to do. A small, sharp piece of color-pie carpentry, and one of the early proofs that green's relationship to artifacts could be expressed on the stack, at instant speed, without crossing into blue's lane.
