A 0/4 body that sits like a wall until it swings, at which point it borrows the biggest muscle in your army. The attack trigger is the whole trick: with no offense of its own, the Rioters contribute nothing on the crackback but convert your board's ceiling into a single attacker's power every combat. Put a hexproof or trample fatty next to it and this borrows that top-end number, turning a creature you never planned to deal damage into a real threat. The design leans on a precise tension. Base power of zero means it adds nothing to team-wide pump or symmetrical counting, so it never inflates its own reference number, and the bonus lands only during its own attack, then evaporates by end of turn. Haste papers over the summoning-sickness turn so the trigger can fire immediately, which matters when the plan is to slam a heavy hitter and follow with a body that suddenly mirrors that hitter's size. It rewards a build with one genuinely large creature over a wide, even curve, since X keys off your single greatest power and ignores everything below it. That is an unusual incentive for a three-drop in these colors, where the reflex is to go tall and wide at once; this asks you to go tall and let the tall thing echo down the curve into a second copy of itself.
