The pump is the point, but it arrives on the wrong side of the curve to matter much. A 3/3 for four that hands +2/+0 to a creature until end of turn is a body and a combat trick sold as one purchase, at a price where each half undercuts the other. The buff is one-shot, locked to the moment the Boar enters, and toughness-blind, so it pushes damage through but never rescues a creature from a trade. With no haste, the Boar cannot spend its bonus on its own attack the turn it lands; the natural home for the +2/+0 is a creature already in play, a previously-cast attacker or a token that needs to slip past a blocker. This is a familiar shape: the aggressive body carrying a small enters-the-battlefield rider, scaled to a midrange aggro slot rather than the one- and two-drop pressure that red aggression usually leans on. As common-rarity filler for a red beatdown deck, it fills the gap it was printed to fill and nothing wider.
