Rona's Vortex
Blue tempo has always paid for its bounce spells with the knowledge that they only rent time: the creature you sent home comes right back, and you have spent a card to buy a turn. This one hedges that trade with an escape hatch. For a single blue mana it is a clean instant-speed return to hand, though the targeting is aimed outward at threats you don't control, so it answers rather than protects. What the base mode buys is the familiar tempo swing; the kicker unlocks a second gear most bounce never gets. Pay the on top, for four mana total across two colors, and the same spell tucks the permanent onto the bottom of its owner's library instead. That is not a kill, but against recursion, indestructible threats, and permanents you would rather not resolve again for a long while, it is close enough to matter. The shift from hand to library is the whole design: it converts a temporary answer into a semi-permanent one without ever printing the word destroy. The steep kicker keeps the cheap mode cheap; you only reach the durable answer when you have the mana and the second color to spend on it. It is a splash card by construction, mono-blue at the floor and Dimir at the ceiling, rewarding a deck that can touch black late without asking its mana base to bend early. A bounce spell that occasionally stops being one, priced so the difference costs you something.
