The word "each" is the entire design. White has plenty of artifact recursion to its name (Open the Vaults, Refurbish, Brilliant Restoration), but most of those let you keep the spoils. This one rebuilds every player's artifact graveyard at once, so the price of getting your sacrificed Smokestack or sundered Sundering Titan back is handing every opponent their broken machinery too. That shared benefit is the balancing mechanism: it pushes the spell away from fair midrange and toward decks that can break the symmetry, either by being the only player with artifacts in the bin or by stocking the yard deliberately and turning the recursion into a one-sided engine. Seven mana for a sorcery that needs a populated graveyard before it does anything places it nearer to a combo enabler than a value piece; you are not casting this to grind, you are casting it after you have arranged for the board it produces to close the game. White's usual tax on this kind of effect is breadth and symmetry rather than a graveyard-exile clause, and here that tax is the whole text. The spell rewards the player who has built a table where everyone else's artifacts returning does not matter, and punishes the one who reflexively reanimates into a pile of opposing machines.
