The clause that lands don't untap during their controllers' untap steps is the brutal half; the per-upkeep untap is a deliberate release valve so the game doesn't seize up entirely. Together they throttle every player at the table down to a single untapping land per turn, the same denial-on-rails logic that drives Stasis, Static Orb, and Winter Orb. The symmetry is the point, not a flaw: this is a prison piece, and prison pieces tax their pilot alongside the table. The skill is in being the player already built to function on one untapping land while everyone else is built to ramp toward seven. That means cheap permission held up across turns, a board that taps the opponent out anyway, or a payoff that does not care about a sprawling battlefield. Where it diverges from its artifact cousins is durability: an enchantment dodges the wide swath of artifact removal that always made Winter Orb and Static Orb fragile, so the lock is harder to crack once it lands. The cost of that resilience is that it is just as hard to turn off when you want it gone, which is the central tension in piloting it: you commit to playing the same suffocating game you are inflicting, with no easy off-ramp. Slam it without the supporting structure and you have stapled your own hands together; deploy it from a deck already operating on a single mana and you have a slow, sure path to winning through attrition.
