Mass reanimation is usually a black sin, paid for in life or in cards drawn from your own death pile. This pays for it in tapped bodies instead. Convoke is the whole engineering trick: the creatures you already have on the table become the mana that brings their fallen friends back, so a board of small white attackers funds the recursion of more small white attackers. The mana value 2 or less clause is what keeps the loop honest, restricting the targets to the cheap, expendable creatures a token-and-weenie deck is happy to lose and eager to rebuild: mana dorks, hatebears, aristocrat fodder, the one-drops that died blocking. The result is a spell that can refill an entire decimated battlefield in a single cast while costing almost nothing from your hand, because the X and the white pips are being settled in creatures rather than lands. It works as a board-state amplifier: it rewards going wide, then punishes anyone who tried to sweep you by leaving the survivors with enough convoke-power to repopulate on the next turn. Reanimation cares about quality everywhere else; this one cares about quantity, and it asks you to have already built the army it intends to resurrect.
