The recursion is real, but you pay for it with the body that carries it: the only thing the activation can sacrifice is itself, which is what keeps the two-for-one from being free value. Spend the mana, cash in the 2/1, and pull back both an artifact card and an enchantment card from the graveyard in one motion, the two permanent types white has always been most comfortable rebuying. The "up to one" on each half is the quiet flexibility. This is not a locked double-return but a dial: it can fetch a single broken piece just as happily as it can rebuild after a sweeper dumps your artifacts and enchantments into the bin. Note where the cards land, too: hand, not battlefield, so nothing slips past a counterspell on the way back and nothing returns with summoning sickness already cleared. That makes it a setup tool rather than a reanimation engine, recursion you cash in to reload the next turn. The Dwarf Artificer line is incidental; the work lives in the activation, which functions like a recursion spell stapled to a creature you eventually have to spend. White artifact-and-enchantment retrieval at this rate tends to sit in the engine room of a deck, the glue that turns a graveyard full of spent permanents back into options.
